The Process is Not at an Impasse Despite the Complexity of the Situation, Says Hovhannisyan on Relations with Azerbaijan

The peace and normalization process between Armenia and Azerbaijan is not at an impasse. This statement was made by Arthur Hovhannisyan, the Secretary of the Civil Contract faction, during a briefing in the National Assembly, addressing the developments surrounding the "Peace Agreement".

“No one has said that this peace document would be easily achieved, as the positions of Armenia and Azerbaijan are far apart on many aspects,” he stated.

Hovhannisyan recalled that this is the fifth round in which Armenia and Azerbaijan are exchanging proposals, and they have now received Azerbaijan's proposals. “These proposals will be reviewed by us, and based on that, the further process will take place. The process continues; no process is at an impasse, no matter how complex the situation is and there are certain tensions at the border,” added the Secretary of the Civil Contract.

Regarding the points mentioned in Armenia's proposals, Hovhannisyan indicated that they pertain to the mutual recognition of territorial integrity, the realization of the rights and security of the people of Artsakh, and the preservation of the sovereignty and independence of the Republic of Armenia.

“There are nuances and details under these points that are not suitable for public discussion at this time. Up until now, it has not been possible to bridge the approaches in this regard. It is known that a mutual agreement was reached between the Prime Minister of the Republic of Armenia and the President of Azerbaijan regarding the mutual recognition of territorial integrity in May, but this agreement has not yet been implemented,” he noted.

Member of the faction Arusyak Julhakyan further added that while there is a verbal agreement regarding the recognition of territorial integrity, the written formulation that Armenia could formalize in the peace agreement does not satisfy Armenia at this time.

Regarding the news of potential Wagner Group presence in Armenia, the Secretary of the Civil Contract faction emphasized that the National Security Service cannot ignore rumors about Wagner Group and needs to verify all information.
