This was noted by Bagrat Mikoyan, the head of the office of Armenia's second President Robert Kocharyan, in a conversation with NEWS.am, responding to Prime Minister Nikol Pashinyan's statement in the National Assembly regarding the autonomy status of Nagorno-Karabakh within Azerbaijan.

'The status of Nagorno-Karabakh as an autonomous entity within Azerbaijan was not discussed in Key West; on the contrary, the integration of Nagorno-Karabakh with the Republic of Armenia was discussed. It is quite possible that this is precisely why Heydar Aliyev refused to sign it at the last moment,' he mentioned in his conversation with the media.
