The study indicates that while London experiences the highest mortality rates during cold waves, the French capital exhibits the greatest risk during heat events.
Due to high population density — with 20,360 inhabitants per square kilometer — Paris serves as a massive heat island. Tall buildings obstruct air circulation, construction materials retain heat well, and heavy traffic exacerbates rising temperatures during summer. The city’s status as a tourist hub and the restrictions aimed at preserving architectural heritage complicate renovation projects.
According to the Paris city hall, a decision by the French Council of Architects will result in 30% of renovation projects being blocked or canceled.
