VIDEO: Why Are They Digging Up Roads Days After Paving to Change Water Pipes? Arthur Chakhoyan

Citizen Arthur Chakhoyan has shared a video on his Facebook page, discussing the reasons behind road excavation days after paving. According to him, typically before paving, the contractor informs the "Veolia Water" company. The company then digs the hole, completes the work, fills the hole with soil using a tractor, and departs.

He explained that in this case, "Veolia Water" neither put water into the hole nor filled it with rubble, leading to soil settling and eventual damage to the asphalt after some time.

The maintenance of the damaged area is carried out by the construction company that won the tender, as stipulated in the contract. He stated that to avoid warranty service and additional expenses, the construction company and Veolia Water agree to change the water line after paving.
