International Community Must Take Action for Implementation of ICJ Decision: Beglaryan
The international community must take measures for the implementation of the United Nations International Court of Justice (ICJ) decision. This was stated by Artak Beglaryan, an advisor to the Prime Minister of Artsakh, on his Telegram channel.
“What does the ICJ’s decision of July 6 regarding Armenia’s application for the installation of an Azerbaijani checkpoint in the Kashatagh (Lachin) corridor mean? First, the Court reaffirmed its decision of February 22, 2023, which obligated Azerbaijan to take all necessary measures to ensure the uninterrupted movement of citizens, vehicles, and goods in both directions through the Lachin corridor. This reaffirmation already indicates the Court’s position that Azerbaijan has not complied with this decision and is obliged to do so.
Second, the Court found that there is no need to supplement the verdict of February 22, 2023. In other words, it is presumed that the Court chose not to delve into various political and technical issues. In any case, the details of this decision can be clearly understood once the reasoning behind it is published a few days later.
Third, it is evident that this decision does not legitimize the Azerbaijani illegal checkpoint but could also have contradictory interpretations, as it affirms the existence of disrupted traffic. The Court did not address the means by which the Azerbaijani side is violating traffic (checkpoint, army, concrete barriers, activist-terrorists).
The international community (especially the UN Security Council) must take comprehensive and urgent measures to ensure the proper implementation of the Court's February 22 ruling, particularly in the context of the complete suspension of humanitarian supplies since June 15,” he wrote.
