Budget Execution of Artsakh Not Approved: 'Hraparak'
'Hraparak' newspaper reports that the Artsakh parliament was unable to approve last year's budget execution during yesterday's session. Sixteen members participated in the budget vote, with 15 representing the 'Free Homeland'-KMD alliance and one, according to reports, collaborating with the ruling party, Karen Hovhannisyan, who had previously left the 'Justice' faction.
In order to approve the execution, 17 votes were required; thus, if at least one of the opposition members had abstained or voted against, it would have passed. The opposition has stated that the government is not addressing urgent matters, and they announced their non-participation in the voting.
Of course, this does not have any legal consequences; however, politically, it is significant and indicates that the ruling environment in Artsakh is now fragmented, posing challenges for passing legislation in parliament.
Moreover, due to the tragic events of yesterday, the President of Artsakh did not attend the parliament; his report will be discussed today. According to reports, he has made some changes to his previously prepared message, which is why the speech was postponed.
