Placing Bunkers Near Historical Sites in Aghdam and Martakert Considered a Violation: CHW
Caucasus Heritage Watch is concerned about the presence of new military sites near the historical areas of Aghdam and Martakert. Bunkers have been dug near the Azerbaijani historical cemetery close to the tomb from April to July 2021. These have recently been expanded.
Several bunkers have also appeared about 80 meters east of the Azerbaijani cemetery and tomb, near Gyzyl Kangarly / Nor Maragha. From October 2022 to May 2023, more bunkers emerged 115 meters east of the ruins of the early medieval Gavuqrqala church, located between the villages of Bayahmadli / Nor Haykajur and Sofulu.
Article 4.1 of the Hague Convention calls on parties to 'refrain from any use of cultural property and its immediate surroundings that may destroy or damage it during armed conflict.' The installation of bunkers near heritage sites is considered a violation and a significant concern. CHW urges the Azerbaijani authorities to adhere to Article 4.1 of the Hague Convention and remove military structures from the areas surrounding heritage sites.
