Yes, such discussions have taken place: The Secretary of the Security Council on Armenia's withdrawal from CSTO
Armen Grigoryan, the Secretary of the Security Council of Armenia, stated in an interview with "Novaya Gazeta Europe" that discussions have been held regarding Armenia's withdrawal from the Collective Security Treaty Organization (CSTO).
"Yes, such discussions have taken place; this is a natural response," Grigoryan said, noting that during the aggression by Azerbaijan in September of the previous year, Armenia expected assistance from the CSTO, which, however, did not materialize.
In response to a comment about Armenia's "strange behavior" towards the West and Russia, criticizing the CSTO, then praising it, and meeting in Washington before Moscow, Grigoryan said, "There is nothing strange here. In recent years, the security architecture in the world and, specifically, in our region has sharply changed. Contractual obligations are not being upheld. The mechanisms that were supposed to ensure Armenia's security have collapsed, and new ones have not been created. This is the crisis."
