Russian Government Does Not Support Exemption for Non-Served Citizens from Partial Mobilization

The Government of the Russian Federation's committee on the activity of legislative proposals has not supported the initiative to exempt citizens who have not completed military service from partial mobilization, according to TASS.

The draft law was developed and submitted for discussion to the State Duma by Mikhail Matveev, a deputy from the KPRF faction. The proposed amendments aim to supplement the law on 'Mobilization and Preparation for Mobilization in the Russian Federation.'

As noted in the Government's draft withdrawal, 'The defense of the Fatherland is the duty of citizens of the Russian Federation in accordance with the constitution.' Additionally, the Government stated that the explanatory note of the draft law lacks an analysis of practical application which 'allows for determining the number of citizens that meet the proposed norms' as well as assessing the impact of the innovation on the provision of the mobilization deployment of the Armed Forces of the Russian Federation, other troops and military formations during 'general or partial mobilization conditions.'

'In view of the above, significant supplementation of the draft law is required,' the Government's withdrawal draft states.
