It is Known When Benefits Will Be Paid Cashless in Cities and Villages with More Than 1000 Residents

In connection with the need to ensure the implementation of the law on changes and amendments to the "Law on State Benefits", the government has adopted a decision. 

According to the law, the main regulations have been established to ensure the transition to a cashless payment system for family and social benefits, as well as emergency assistance payments. In particular, according to the new regulations, family and social benefits, as well as emergency assistance payments, will be made cashlessly through social security accounts defined by the Civil Code of the Republic of Armenia or through one-time cash payments, except for those with first or second group disabilities or individuals over 75 years old, who can receive payments either in cash or cashless based on their application. 

Accordingly, it is proposed to align the provisions regarding the payment of family and social benefits and quarterly emergency assistance payments with the law. The implementation of the cashless payment system has defined the actions that will ensure a phased transition starting from July 1, 2023, in cities and rural areas with populations of more than 1000, and from January 1, 2024, in villages with up to 1000 residents. 

Particularly, if a beneficiary does not submit an application for the selection of a bank, the bank will be selected by the organization operating the centralized information base of the assessment system - the "Norq" Social Services Technological and Information Center Foundation - using a program module based on randomness, taking into account the proportion of families receiving cashless benefits or emergency assistance in that locality based on the paying banks for that month. 

Moreover, in order to change the bank, beneficiaries can apply to the Unified Social Service at any time at the territorial center of their place of residence.
