Who Does Not Have the Right to Carry a Weapon

The Ministry of Health is reviewing the decision on "Establishing the List of Diseases and Physical Disabilities Impeding the Possession of Weapons." According to the changes, those who have the following conditions will not obtain the right to acquire, carry, and use weapons:

  1. Types of mental disorders
  2. Diseases of the nervous system
  3. Consequences of injuries
  4. Ear and upper respiratory tract diseases
  5. A number of surgical conditions, including skin burns, post-traumatic, post-surgical extensive scars that significantly limit the movements of the upper limbs
  6. Spinal and thoracic diseases
  7. Developmental defects
  8. Consequences of injuries with significant functional impairments, as well as lifestyle-related problems

The Ministry of Health has issued clarifications to prevent speculation regarding the publication about weapon possession. In particular, it stated: “Given the comments related to the publication on weapon possession, we note that the publication contains general names of diseases, while detailed descriptions can be found in the decision. For instance, the term 'ear and upper respiratory tract diseases' does not refer to acute respiratory or seasonal illnesses, but rather to acute disorders. We ask that clear professional terms not be turned into subjects of speculation. A weapon is a particularly dangerous means, and its holder must not have certain diseases to ensure that carrying it is safe for the environment.”
