State Duma Adopts Law on Electronic Notifications

The State Duma of Russia has adopted a law allowing military recruitment notifications to be presented not only in paper form but also electronically. Such a notification will be considered delivered even if the citizen refuses to receive it.

Yesterday, the State Duma approved the law on the digitization of military registration in Russia in its third and final reading. According to the law, a unified register for military service will be established based on the state's informational resources, which will make the military registration system 'transparent,' said Andrei Kartapolov, head of the State Duma's Defense Committee.

It is also noted that written notifications sent by mail to citizens subject to military service are considered delivered on the day the corresponding registered letter is handed over (delivered) as indicated in the receipt.

A citizen who is subject to military service and who has not received a notification from the military recruitment office during the military call-up period is obliged to personally present themselves to the military recruitment office within two weeks from the start date of the next military call-up to verify their military registration data.

Commenting on the implementation of electronic notifications, Peskov noted that work is currently underway on the bill. The Kremlin spokesperson added that amid these changes, there will be no panic in the country as they are unrelated to mobilization.
