Police Purchased Nearly 600 Million Dram Worth of Fuel from Company Linked to Sukiasyan
On December 23, 2022, the police concluded a contract worth 2.1 billion drams with 'Mega Trade' LLC, a company linked to National Assembly 'Civil Contract' faction member Khachatur Sukiasyan, reports 'Hetq'.
The media outlet specifically noted, 'In return for this amount, the company was supposed to deliver 5 million 968 thousand liters of fuel vouchers to the police. However, on March 9, 2023, a new agreement was signed between 'Mega Trade' and the police, reducing the amount of fuel delivered and its cost per liter. Consequently, the contract value has been reduced to 593 million drams, for which 'Mega Trade' LLC is obliged to supply the police with 224,865 liters of premium fuel and 1.5 million liters of regular fuel vouchers.'
At the time the purchase agreement was signed, the price of one liter of premium fuel was 400 drams, while the regular fuel was priced at 370 drams. However, in the agreement signed in March, the new prices were set at 370 and 340 drams, respectively. This change is attributed to a decrease in fuel prices compared to the end of the previous year. This is not the first time state agencies have signed significant contracts with a company linked to ruling faction member Khachatur Sukiasyan. At the end of 2022, Yerevan Municipality also purchased fuel worth 185 million drams from 'Mega Trade'. In October 2021, the Ministry of Defense had purchased fuel worth 5.5 billion drams from the same company, as previously reported by 'Hetq'.
'Mega Trade' LLC was founded on February 7, 2020, by Tigran Badalyan and Armen Margaryan, each holding a 50% share. Earlier, on July 30, 2019, Tigran Badalyan had established 'Sil Capital' LLC but transferred his entire share to Khachatur Sukiasyan's brother's son, junior Khachatur Sukiasyan, one month later. According to data from the state registry of legal entities, the current owners of 'Mega Trade' are Aramayis Grigoryan (45%), Garegin Mkrtchyan (20%), Hakob Aleksanyan (15%), and Arash Nosriatialamdar (15%). Hakob Aleksanyan also holds a 20% share in another company linked to Khachatur Sukiasyan, 'Flyuan Armenia' LLC. In 2022, Garegin Mkrtchyan acquired 100% of the shares of the 'Kotayk' brewery from Khachatur Sukiasyan's relative, Gaguk Tsarukyan.
'Mega Trade' LLC represents the 'Ran Oil' brand in the fuel market, which was announced by 'Sil Concern' in February 2021. As previously informed to us by 'Ran Oil', 'Mega Trade' LLC is also part of the 'Sil Concern', owned by the Sukiasyan family.
