I Urgently Contacted Ambassadors: Tovmassian

Chairperson of the National Assembly's Standing Committee on Protection of Human Rights and Public Affairs, Taguhi Tovmassian, made a statement:

“Azerbaijan has left unmet the International Court of Justice's demand for 12 days. I urgently appealed to the ambassadors of the permanent member states of the UN Security Council in Armenia (USA, China, France, Russia, Great Britain); they must take action.

The International Court of Justice issued an interim decision on February 22, 2023, obliging Azerbaijan to take all measures to ensure the unhindered movement of citizens, vehicles, and cargo in both directions through the Lachin corridor until a final decision is made in the case of Armenia against Azerbaijan.

Despite the decision from the UN's main judicial body being 12 days old, Azerbaijan continues to violate the court's demand. Furthermore, Azerbaijan has launched new aggression in Artsakh, which has been under blockade for 85 days. Yesterday, a group of Azerbaijani armed forces targeted and opened fire on a vehicle carrying personnel from the Republic of Artsakh's Police Passport and Visa Department, resulting in the deaths of three Artsakh police officers.

According to Article 59 of the statute of the International Court of Justice, the Court's decision is binding only on the parties involved in the case and specifically for that case. Article 60 of the statute states that the decision is final and not subject to appeal.

In light of the above, and considering the UN Security Council's supervisory possibilities regarding the implementation of the International Court's decision, I have appealed to the ambassadors of the permanent member states of the UN Security Council in Armenia, asking them to publicly respond, show consistency, and present our concerns to the permanent member states of the UN Security Council with the aim of ensuring compliance with the Court's decision on interim measures.

At the same time, I requested an assessment regarding the recent act of terrorism perpetrated by Azerbaijan, resulting in casualties on the Armenian side.

Thus far, only the French Republic has addressed the necessity of implementing the International Court of Justice's decision by making a special appeal.”
