This is a very interesting declassified transcript. Political scientist Suren Sargsyan writes:

“In 1993, President Clinton called Yeltsin and urged him to send a peacekeeping mission to Nagorno-Karabakh, assuring him that Moscow would have total support from both him and the international community. Yeltsin was stalling, trying to buy time by referencing the tense situation in Baku.

Isn’t it interesting to consider such developments, given that Washington aimed to deprive Russia of regional influence? Both Clinton, who was proposing, and Yeltsin, who was rejecting, were actually making very calculated moves,” the political scientist noted.
