Armenian Security Service Deputy's Colonel Rank Awarded One Month After Appointment
The newspaper "Hraparak" reports that new circumstances have become known regarding the appointment of the head of the Investigative Committee, Argishti Kyaramyan, who served as the deputy and then the director of the National Security Service (NSS).
"Kyaramyan was appointed as the NSS deputy director on May 5, 2020, and he was awarded the rank of colonel by a secret decree of the NSS director on June 1 of the same year, meaning one month after his appointment. However, the rank of colonel was a mandatory requirement for holding such a position, according to the law. Essentially, this indicates violations of the Constitution and laws, and the appointment was made illegally. Consequently, Argishti Kyaramyan was appointed as the deputy director of the NSS without having the required military rank or relevant service experience. Moreover, just seven days after receiving the colonel military rank, on June 8, 2020, he was also appointed as the NSS director."
