Currently, both negotiation tracks—Washington and Russian—are in a deadlock. This was stated by Hayk Mamijanyan, the head of the "I Have Honor" faction, during parliamentary briefings in the National Assembly while discussing the ongoing process of the peace agreement between Armenia and Azerbaijan.
“It’s unfortunate that they are so weak that the only option not to concede is not to go to negotiations,” said Mamijanyan.
According to the MP, this impasse has arisen due to the "absurd" policies pursued by Armenian Prime Minister Nikol Pashinyan. “From the perspective of international relations, Armenia's foreign policy should be included in textbooks as nonsense. There are two peace negotiations ongoing. One does not mention Artsakh (the Washington variant), while the other does mention it and provides for the possibility of self-determination (the Russian variant). Armenia has officially stated that it is ready to agree to both. This is absurd,” said Mamijanyan.
In his view, it is unclear on what principle Pashinyan is agreeing to both contracts that have fundamentally different cornerstones. “It is Pashinyan's politics that whatever version comes to fruition,” Mamijanyan added.
Earlier, Prime Minister Nikol Pashinyan had announced Yerevan's readiness to establish a peace treaty with Azerbaijan based on the Prague agreements. The opposition faction leader, commenting on Pashinyan's announcement, noted that the Prague agreements are based on the Alma-Ata Declaration, which Azerbaijan has never presented during negotiations for the past 30 years. According to him, this thesis has been promoted by the Armenian authorities. Moreover, it should be noted that Armenia joined the declaration with a reservation, where the self-determination clause is explicitly mentioned. Additionally, the declaration does not pertain to Nagorno-Karabakh, as a referendum was conducted there 20 days prior.
