What Decision Will Be Made in the Georgi Kutoyan Case? Situation Three Years Later

"It has come to the attention of the 'Jamanak' newspaper that the Investigation Committee of the Republic of Armenia is set to make an appropriate decision regarding the suicide case of former director of the National Security Service, Georgi Kutoyan. Today marks the third anniversary of the former director's death, and the most crucial question remains unanswered for three years: why did he take such an extreme step?
The prosecuting body had only examined the suicide theory, after which it decided to suspend the investigation. What do we have today? According to the new Criminal Procedure Code, suspended cases can no longer exist. The procedure is as follows: suspended cases must be resumed and concluded with appropriate criminal procedural decisions. The same procedure should apply to Georgi Kutoyan's criminal case, and the Investigation Committee must essentially make a concrete decision—either to resume the criminal proceedings and conduct new procedural actions, or to decide to terminate the proceedings.
The 'Jamanak' newspaper has inquired with the RA Investigation Committee regarding whether the criminal proceedings have been terminated or resumed. In response, the RA Investigation Committee stated: 'At this moment, the proceedings are suspended. A solution will be provided in accordance with the procedures of the new, that is, currently applicable, Criminal Procedure Code.'"
