Coupon System for Certain Products in Artsakh to Begin Operations on January 20

The State Minister of the Republic of Artsakh, Ruben Vardanyan, led a headquarters meeting today to discuss issues related to the ongoing energy crisis in the republic. The focus was on ensuring the continuous fulfillment of the population's minimal energy needs and the uninterrupted operation of essential facilities.

Since January 9, the energy supply from Armenia to Artsakh has been disconnected due to the Azerbaijani control over certain territories. The Azerbaijani side prevents specialists from approaching to understand the reasons behind this disconnection, making it impossible to carry out emergency restoration work if necessary. The population of Artsakh, amounting to 120,000, has effectively been deprived of access to stable energy supply.

Currently, the demand for electricity in the republic is being met solely through severely limited internal resources. Starting January 10, rolling blackouts have been implemented in the republic. Minister Vardanyan noted that a rather complex situation has arisen regarding energy supply and that actions must be taken to secure the population’s minimal energy needs for as long as possible. He instructed sector officials to present proposals for transitioning to energy-saving modes and minimizing electricity consumption as much as possible.

The meeting also addressed the problems faced by citizens who have lost their jobs due to the economic hardships and halting of enterprise activities, discussing matters related to their employment. The Minister has tasked relevant bodies with submitting proposals concerning this issue.

Additionally, it was reported on the technical and organizational progress of implementing a coupon system for certain food products. It was noted that these actions are being carried out according to the established timeline. The coupon system for several essential product categories is expected to start operating on January 20.
