European Court Obligations for Azerbaijan Revealed

On December 21, the European Court examined the request from the Armenian government to implement interim measures against Azerbaijan. This information has been provided by the Office of the Representative of Armenia on International Legal Issues.

It was noted that the issue of Azerbaijan's control over the 'Lachin corridor' is currently disputed. Additionally, considering the obligations undertaken by Azerbaijan under the sixth point of the trilateral statement of November 9, 2020, particularly to ensure the safety of individuals, vehicles, and cargo moving in both directions through the Lachin corridor, and recalling the obligations assumed under the European Convention, the European Court has decided to require Azerbaijan to take all necessary and sufficient measures to ensure the movement of seriously ill individuals in need of medical assistance to Armenia through the 'Lachin corridor', as well as the safe movement of individuals left homeless or in need of means of subsistence along the way.

At the same time, the European Court has prioritized the complaint number 4 submitted by Armenia in accordance with Rule 41 of the Court’s regulations.

It should be noted that Armenia submitted requests for interim measures and additional information to the European Court on December 15, 16, 20, and 21, asking for interim measures to address the violations of civilian rights resulting from the blockage of the road passing through the 'Lachin corridor' by Azerbaijan.
