What Are the Negotiations About? - "Hraparak"
«Hraparak» newspaper reports: “A few days ago, we wrote that the negotiations regarding the opening of the road have failed, and the process involving the Russians has not seen success, resulting in the indefinite postponement of the road's opening.
The issue is that the Azerbaijani side has not agreed to the proposal from the Armenian side, and the Armenian side has rejected the Azerbaijani proposal.
What is the difference between these proposals? A well-informed source presented the issue: the Armenian side suggested that the Azerbaijanis open the road, promising that afterwards they would allow a small group of ‘environmentalists’ to enter the mines and conduct monitoring. The Azerbaijani side refused, demanding that their group be allowed to enter the mines for monitoring first, after which they would open the road.
The authorities of Artsakh have decided to resist for the time being and not agree to these demands for two reasons: Firstly, after conceding once, the Azerbaijanis might later apply this method and demand new concessions. Secondly, public opinion might be very harsh, and people might simply take to the streets and seize power themselves.
The resolution of this situation could either be through public pressure leading to a voluntary retreat by Azerbaijan and the opening of the road or the blockade might last so long that people agree to allow a fake group of four supposed environmentalists to enter Drmbon.”
