Arzvik Minasyan, the secretary of the "Hayastan" faction, believes that the Armenian government continually shifts its responsibilities onto the Russian Federation.

“It was your government that handed over Kashatagh, it was your government that surrendered the alternative road to Lachin, it is your government that assumed the obligation to be the guarantor of Artsakh's security, and now you come here reading nonsense, saying to go demand from the Russians. We will also demand from the Russians, but the primary responsible party is you. It is the Armenian government that has brought the country to this situation,” Minasyan announced during an extraordinary session of the National Assembly.

He stated that the number one responsible for the current situation in Armenia and Artsakh is the Armenian government.
