Investigation Into Altercation Between Police and Citizens in Vanadzor

The Investigative Committee of Armenia is conducting an investigation to clarify all circumstances surrounding an incident that occurred between police officers and citizens in the city of Vanadzor.

According to preliminary information, on November 25, 2022, at 13:45, at the intersection of Baghramyan and Narekatsi streets in Vanadzor, the driver of an Opel vehicle failed to comply with police instructions, creating an emergency situation and parked at a nearby gas station. Subsequently, a police officer approached the driver to document the administrative offense, but a citizen present at the gas station intervened, obstructing the lawful actions of the police officer.

During this time, other citizens approached the scene, one of whom struck and verbally abused one of the police officers who arrived at the scene. Later that same day, around 15:20, additional police officers arrived, after which several citizens emerged again and began to argue with them. One of these citizens attacked a police officer with a metal rod, an act which was prevented by other citizens, while one citizen sprayed liquid towards the police officers.

Two citizens involved in the incident were transported to a medical center with various diagnoses. In connection with the incident, a criminal case has been initiated under Article 297, Part 2, Clause 1 (two episodes) and Article 452, Part 1 (two episodes) of the Criminal Code of Armenia.

During the preliminary investigation, an examination of the crime scene was conducted, and several individuals, including both citizens and patrol service officers, were interrogated, while forensic examinations were appointed. Videos were requested, and specific instructions were given to the investigative body.

Considering that the citizens transported to the medical center reported being assaulted, another criminal case has been initiated under Article 450, Part 2, Clauses 5 and 7 of the Criminal Code of Armenia. The preliminary investigation continues, with all necessary investigative and procedural actions being undertaken to conduct a thorough, objective, and multifaceted inquiry into the circumstances of the incident.
