Constitutional Referendum in Artsakh: When Will It Take Place?
The newspaper "Hraparak" reports: "Today, the parliament of Artsakh will adopt the draft amendments to the Constitution in the second reading. After the first reading last week, a deadline was set until November 1 for submitting proposals, however, no proposals were submitted by any of the five parliamentary parties. We were informed that the draft was developed with consensus from the political field.
After the second reading, it will be sent to the Supreme Court of Artsakh, according to the established procedure, to decide on its constitutionality. If the court decides that the draft complies with the Constitution, it will be put to a vote in the National Assembly, and a referendum will be scheduled. The law allocates a month and a half for the Supreme Court to make a decision.
The referendum will be organized within a 55-60 day period from the moment the National Assembly makes its decision. This means that the constitutional referendum in Artsakh will take place in the months of February-March next year. According to the new Constitution, a semi-presidential system will return to Artsakh. After the referendum, there will be parliamentary elections at the end of 2023, and presidential elections in 2024." More details in today's newspaper issue.
