The Vacant Position of Military Prosecutor

The newspaper "Hraparak" reports that after the resignation of Military Prosecutor Vahe Hovhannisyan, the Chief Prosecutor of Armenia, Anna Vardapetyan, has struggled to fill this important position. The Prosecutor's Office has announced a competition for this position for the second time.

It is noteworthy that the first competition attracted a single application from the former head of the Investigative Committee, Hayk Grigoryan, who was previously rumored to have been given a second chance to assume this role after it was relinquished to Argishti Kyaramyan a year ago. However, plans changed, and Grigoryan was subsequently assigned to the Constitutional Court to fill a vacant legal-scientific position. This position remained vacant after Constitutional Court member Grigor Bekmezian resigned three days after Karen Andreasian was appointed the president of the Court. Consequently, Grigoryan withdrew his application for the Military Prosecutor position.

Currently, the Prosecutor's Office has announced a second competition to fill the Military Prosecutor position, which will run from October 28 to November 11. According to our information, as of now, no one has applied to participate in the competition.

Another interesting detail is that the Military Prosecutor is the deputy to the Chief Prosecutor. Although the law stipulates that if the deputy to the Chief Prosecutor is not occupying a prosecutor position at the time of their appointment, they must be appointed through a competition, Anna Vardapetyan appointed Arthur Poghosyan, head of the NSS investigative department, as a prosecutor without a competition, and then the very next day, as her deputy. This raises the question of why the same approach isn’t being used in this case. Perhaps they are unable to find loyal candidates?”
