Eastern expert Armen Petrosyan's commentary: "The logical chain of events, and what Azerbaijan and Turkey are afraid of:

1. On September 27, during a meeting at the White House initiated by U.S. President Joe Biden’s National Security Advisor Jake Sullivan, a trilateral agreement was reached between Armenia’s Secretary of the Security Council Armen Grigoryan and Azerbaijan's presidential assistant Hikmet Hajiyev, stating that Azerbaijan would release 17 Armenian prisoners of war captured in September by September 30.
2. Azerbaijan failed to meet the agreed deadline. Moreover, videos have emerged in the Azerbaijani social media sphere regarding the group execution of Armenian prisoners of war by Azerbaijani servicemen, which has generated significant international response.
3. On October 3, the Prime Minister of Armenia and the Secretary of the Security Council announced via social media that Azerbaijan once again failed to fulfill its obligations to return the prisoners of war.
4. Parallel to the intense, multilayered negotiations behind the scenes, on October 3, the newspaper "Haykakan Zhamanak" launched an article series titled "What Do They Want..." The external context of its publications regarding Azerbaijan and Russia can also be interpreted as a political message-step aimed at testing the United States' mediation possibilities from the Armenian side.
5. On October 4, Azerbaijan returned the Armenian prisoners of war, just as it did in the recent ceasefire, avoiding emphasizing the success of American mediation efforts.

The expert also added that concurrently in the Azerbaijani and Turkish political and propagandistic spaces, there is an attempt to undermine and thereby prevent the development of the U.S. mediatory role in both the South Caucasus and the Armenia-Turkey normalization processes."
