In addition to declaring partial mobilization in Russia, Putin emphasized several other points. All issues related to the material, resource, and financial support of defense enterprises must be resolved immediately by the government.

"I would like to emphasize that we will do everything to ensure the safe conduct of referendums," said Putin. According to him, Washington is pushing Kyiv to move military operations onto Russian territory, and nuclear blackmail is already being used.

"In Washington, London, and Brussels, they are directly urging Kyiv to transfer military operations to our territory, no longer hiding that Russia must be defeated on the battlefield by all means, which would be followed by the deprivation of economic, political, cultural, and any sovereignty in general, along with the complete plunder of our country," said Putin.

"Nuclear blackmail has also been employed," emphasized Putin. The Russian president explained that this refers not only to the shelling of the Zaporizhzhia nuclear power plant, encouraged by the West and fraught with the danger of a nuclear disaster, but also to statements by some senior representatives of leading NATO countries regarding the possibility and permissibility of using weapons of mass destruction—nuclear weapons—against Russia.

"To those who allow themselves to make such statements about Russia, I would like to remind them that our country also has means of destruction, and some components more modern than those of NATO countries. And if the territorial integrity of our country is endangered, we will certainly use all available means to protect Russia and our people," said Putin.
