Tigran Avinyan on the Bill Banning Fireworks: 'The Local Residents Are Not at Fault for Someone's Birthday'
Member of the Council of the Civil Contract Party and former Deputy Prime Minister Tigran Avinyan today addressed the draft law banning fireworks.
During a discussion organized by the Chairman of the National Assembly's Standing Committee on Science, Education, Culture, Diaspora, Youth and Sports, Sisak Gabrielyan, Avinyan stated that the essence of this law is to prevent the organization of fireworks during private events that could disturb the local population.
He noted, “I have not seen fireworks taking place at private events every day in any civilized city in the world. With all due respect to the person born on that day, the residents living in the surrounding areas are not at fault for that person's birthday.”
Avinyan emphasized that the community leader should be granted the authority to decide whether or not to prohibit fireworks at certain events. “As for the accountability part, we are going through a strict licensing process. It is expected that there will not be many licensed companies, and the imported products will be registered. If fireworks are announced in a restaurant, it means that the licensed companies sold fireworks materials to the wrong people or that the materials were brought in through smuggling,” he added.
