«Armenia Has Not Approved Any Plan» – Armen Grigoryan
Armen Grigoryan, the Secretary of Armenia's Security Council, has given an interview to Armenpress. Below we present the interview:
- Mr. Grigoryan, the President of Nagorno-Karabakh stated yesterday during an expanded meeting of the Security Council that Azerbaijan has made a demand to organize communication with Armenia via a different route through the command of the Russian peacekeeping forces. How do you comment on this statement?
- In the 6th point of the trilateral statement made by the Prime Minister of the Republic of Armenia, the President of the Russian Federation, and the President of Azerbaijan in 2020, which deals with the creation and operation of the Lachin corridor connecting Nagorno-Karabakh to Armenia, it is stated the following: “The parties (namely, the Russian Federation, Armenia, and Azerbaijan) will agree on a plan for the construction of a new route of traffic through the Lachin corridor ensuring a connection with Nagorno-Karabakh within the next three years, with the further redeployment of the Russian peacekeeping contingent for the protection of that route.” Of course, some work has been done in this direction during this time, but as of now, there is no agreed plan existing. In any case, Armenia has not approved any plan; therefore, Azerbaijan's demand is not legitimate.
- But you have announced that Armenia is starting reconstruction work on the Kornidzor-Tegh-M12 highway, which is supposed to connect to the new route of the Lachin corridor:
- Yes, that construction has already begun, but pay attention that the trilateral statement mentions a plan for the construction of a new route. There is no such agreed plan. The Republic of Armenia has already proposed to agree upon and sign the plan in a trilateral format and move forward with an agreed timeline and roadmap. That is what is stipulated in the trilateral statement of November 9, 2020.
