The Era of 'Security Dream' Comes to an End: Government Makes a Decision
The Government of Armenia has decided to establish a state non-commercial organization called the 'Center for Management of Police Video and Photo Recording Electronic Systems.' This decision was made during today's governmental session and will be in effect until January 1.
It is expected that the 'Center for Management of Police Video and Photo Recording Electronic Systems' will join the program run by the closed joint-stock company 'Parking City Service,' which organizes parking in Yerevan, as well as the systems for monitoring access to pharmacies, buildings intended for weapons trade, commercial venues, public catering facilities, household service facilities, casinos, and gaming halls.
Moreover, the source of financing for the maintenance costs of the organization will come from the budget allocated for the 'Credential Management Service' as part of the Armenian Police's budget for each year. For example, the budget for this year allocates 3,272.2 million AMD for this purpose, of which 2,559.0 million AMD is for the actual costs of managing, operating, and providing technical maintenance for the systems (assets) transferred for credential management, while 713.0 million AMD is allocated for compensation of the credential manager (including 5,379.8 million AMD VAT).
Thus, the maintenance costs of the organization will be covered by the aforementioned compensatory expenses, as these expenses fully cover the costs incurred for the maintenance, operation, and technical servicing of the systems (assets) assigned for credential management by 'Security Dream' LLC.
Prime Minister Nikol Pashinyan stated that the functions carried out by 'Security Dream' will now be taken over and implemented through this organization. He explained, 'Why didn't we make this decision earlier? Because the function is quite complex, and our main concern was whether we could implement that function under state auspices. Significant time has been spent on this, and we are now confident that these functions will be implemented appropriately. The state will be able to carry out the service of the systems without any questions arising about how to share income since all the revenues will belong to the state domain. The era of 'Security Dream' is coming to an end,' Pashinyan declared.
