Constructors Exhibit Brazen Attitude: Kamo Areyan
During a procedural meeting, Yerevan Mayor Hrachya Sargsyan addressed a representative from "Veolia Water" and expressed his dissatisfaction with the progress of the ongoing works.
“Has anything changed on your end? Your organization used to be the only proper constructor for the pipeline replacement, and there were no issues like this before. Sand has been brought in from the Kiev-Orbeli intersection, it is piled up without any covering, the signs are down, and the wind is blowing it around,” the mayor stated.
Kamo Areyan, the advisor to the Mayor of Yerevan, added, “The location you mentioned is at 7 Kievyan Street. They are carrying out work with their capital expenditure. I made the first warning a week ago. Here, the issue is different; I would request that we clearly define the responsibility. The heads of the 12 administrative districts have a signed contract with "Veolia Water", the Power Distribution Company (HES), "Gazprom", and the communication services. The contract pertains to emergency recovery work that cannot be delayed and the installation of new communications that cannot be postponed.”
“The contract explicitly states all conditions and all requirements of the technical assignment, including the arrangement of the construction site. Mr. Mayor, I request your directive that the heads of the administrative districts turn 180 degrees and fulfill their responsibilities regarding the oversight of this contract. The administrative responsibility for non-compliance with the contract falls on the executor, while the right to impose administrative fines is granted to the head of the administrative district. Please ask everyone to reconsider their approaches and clearly fulfill their duties, establishing strict oversight over the supplier organizations. All suppliers face this issue. In many cases, their constructors have become brazen. All constructors are demonstrating a brazen attitude towards community property.”
