Dual Power in the Ministry of Emergency Situations
According to the newspaper "Pahst," Armen Gasparyan, the director of the Rescue Service of the Ministry of Emergency Situations of Armenia, is taking advantage of the appointment of a new minister to demonstrate that he is the "master" and "voice" of his department. As the head of the largest division of the Ministry of Emergency Situations, he believes he can make independent decisions.
Our sources suggest that Gasparyan is attempting to establish a form of sovereignty within the Ministry of Emergency Situations. However, sources within the ministry are confident that Minister Armen Pambukhchyan will not tolerate such a "dual power," and will halt any attempts to create a ministry within a ministry, putting an end to Gasparyan's internal "games," especially since Pambukhchyan is regarded as one of Nikol Pashinyan's oldest allies and most loyal supporters.
It is worth noting that Gasparyan transitioned to this position from the police force, having been appointed as the director of the Rescue Service of the Ministry of Emergency Situations on March 2, 2021. Before this appointment, he was in the personnel reserve of the Police of Armenia from November 9, 2020, until March 2, 2021, following his dismissal from the position of Chief of the Yerevan Police Department.
