Bulgaria and the Czech Republic are struggling to find quick alternatives to replace Russian supplies. Previously, Slovakia and Hungary also requested exceptions to the embargo.

The new package of EU sanctions includes proposals to gradually phase out Russian oil over a period of 6 to 8 months, while Hungary and Slovakia will be given a few additional months.
