In a televised address, he stated that the circumstances "require decisive and immediate actions from us, the people of the Donetsk People’s Republic have appealed to Russia for help." According to the Russian leader, all responsibility for the bloodshed will lie with the conscience of the ruling regime in Ukraine. He called on Ukrainian soldiers to ignore the criminal orders of the Ukrainian authorities, lay down their arms, and go home.
