Stepanakert Municipal Official Established LLC Under Another's Name and Engaged in Business Activities, Artsakh NSS

In February of this year, the National Security Service (NSS) of Artsakh conducted operational and investigative measures which resulted in sufficient information regarding the activities of a citizen of Artsakh, G.A. As the Chief Specialist of the Construction and Improvement Division of the Stepanakert City Hall, endowed with supervisory and regulatory powers to oversee construction works carried out by developers, he established a limited liability company (LLC) under another person's name.

He organized the process of granting permission for construction activities from the Ministry of Urban Development of Artsakh to this company and, from February 18, 2016, to September 10, 2021, contrary to the legal restrictions, he directly participated in the entrepreneurial activities of that organization. He effectively managed the company, personally overseeing the construction work pursuant to the contracts signed between the Stepanakert City Hall and said company. He organized the preparation and signing of documents, accepted the results of construction works, and drafted handover-acceptance acts pertaining to the completed work, thereby granting advantages to the aforementioned company and patronizing its activities.

As reported by the NSS of Artsakh, a criminal case has been initiated by the NSS based on the attributes of a crime as defined in Article 324 of the Criminal Code of Artsakh, and upon completion of the investigation, the case has been forwarded to the Investigative Committee of Artsakh.
