Artsakh to Acknowledge Occupation, Says 'Joghovrd'

The newspaper 'Joghovrd' reports that the draft law on the 'Occupied Territories of Artsakh' will be discussed in the Artsakh parliament during the session on February 16. If approved, it will undergo a second reading and complete discussion on February 20. This is one of the rare instances and drafts where the authors represent all five factions of the National Assembly.

'Joghovrd' has learned several details about the draft. Firstly, it is important to note that the necessity of this draft arose after the 44-day war, when most of Artsakh was occupied by Azerbaijan. The draft law will detail these circumstances, their consequences, and the occupied territories. In other words, Artsakh will officially recognize that an occupation has occurred, and it will adopt a law specifying the names of places and regions, also addressing the issues of refugees.

The focus will primarily be on the status of individuals displaced from Hadrut. Furthermore, the law will raise issues related to cultural and historical heritage that are now present. It is noteworthy that the development and adoption of such drafts after occupation is an internationally accepted practice. Considering that it is being put forward by all factions, it is expected to be adopted without issue.
