Statement from the ‘Honor Bound’ Faction on Hayk Mamijanyan's Vote Against

By voting against this resolution, Hayk Mamijanyan has voted against the Azerbaijani annexation of Artsakh, the Turkification of Armenia, the dissolution of the Armenian statehood, and the European institutions' blindness towards the political persecutions occurring in Armenia. This is stated in the declaration of the ‘Honor Bound’ faction in the Armenian National Assembly.

“In light of the latest failed attempt by the treacherous governmental propaganda machine to distort reality and spread obvious falsehoods and manipulative information about the activities of opposition deputies, the ‘Honor Bound’ faction declares:

• The assessments given by the reporters about democracy in the RA in the resolution titled ‘The Activities of Democratic Institutions in Armenia’ of the Parliamentary Assembly of the Council of Europe do not reflect, in any way, the undeniable facts of the retreat of democracy in our country and the vital damages inflicted upon the state and its interests under the guise of democracy. The existence of political prisoners, examples of restrictions on opposition deputies' movements, attacks on the independence of the Constitutional Court, the Supreme Judicial Council, the Ombudsman, and several other state institutions, propaganda of hate speech, violations against freedom of speech and press, and the misuse of administrative resources during elections are either not reflected in the report or have not received appropriate and targeted assessments from the reporters.
• At the time, we presented these noted and several other manifestations of corruption at meetings with the co-reporters of the PACE, which are not reflected in the report, emphasizing its one-sided, biased, and possibly directed nature. The existence of such reports misleads the international community regarding the situation in the RA and creates an illusion of impunity for the capitulators’ junta.
• Regarding the report, the Azerbaijani delegation submitted more than ten proposals that could negatively impact our country’s negotiating interests in addition to the horrific and disgraceful statements recently made by the Armenian authorities, mimicking Azerbaijani lies. All were rejected both in the closed session of the PACE monitoring committee, in which delegation member Hayk Mamijanyan was actively involved, and in the Plenary Session of PACE. During the separate voting on the Azerbaijani proposals, the opposition member of the delegation voted against them and for their exclusion from the report.
• Considering the specific procedure of the discussion, Hayk Mamijanyan made a written statement presenting both the real state of democracy in the RA and the anti-Armenian shameless behavior of the Turkish-Azerbaijani tandem, providing clear and targeted assessments.
• The information manipulative campaign against the opposition deputy was initiated and coordinated by the authorities. This time, all tools for spreading hate speech were applied, from fake attacks to government-affiliated media, including one-sided, manipulative headline reports from the so-called Public Television operating at the expense of taxpayers. We also note that this dirty campaign was conducted to divert public attention from the celebrations of the 30th anniversary of the glorious Armenian army, which symbolizes Armenia’s independence and sovereignty.
• It is absurd that this occurs in a country where Azerbaijani propaganda theses are promoted at the highest state level, attempting to prove that Artsakh cannot be Armenian, and where the head of the PACE delegation is a person responsible for the Armenian-Turkish capitulation process.

The ‘Honor Bound’ faction reaffirms the vote of Hayk Mamijanyan, a member of the executive body of the Republican Party of Armenia and secretary of the faction. By voting against this resolution, Hayk Mamijanyan has voted against the Azerbaijani annexation of Artsakh, the Turkification of Armenia, the dissolution of Armenian statehood, and the European institutions' blindness towards political persecutions occurring in Armenia. By voting against this resolution, Hayk Mamijanyan has voted against Nikol Pashinyan, who acts as a drunken clown for Azerbaijan, and his servitors,” the statement concludes.
