1. The Constitutional Court has declared that the provisions of the Health Minister's well-known decree 65-N, which required the PCR test to be conducted at the citizen's expense, are unconstitutional and invalid. The CC found that the Ministry of Health cannot impose a payment obligation on a subject. This is beyond its powers. I would like to give special thanks to MP Aram Vardevanyan for organizing this process and presenting it to the CC.
After the CC's decision is published, it will be possible to form an opinion, but one thing is clear: the obligation to conduct PCR tests at the expense of citizens this month has seriously harmed both the citizens and the reputation of the Ministry of Health. This must have legal and moral consequences. The Minister of Health and relevant authorities must be held accountable.

On December 14, 2021, I applied to the Ministry of Health, asking if it was prepared to compensate the non-material damage of citizens who might suffer death or health damage due to Covid-19 vaccinations. The response was very "touching". It stated (I quote): "In response to your inquiry regarding vaccinations against the coronavirus disease (COVID-19) dated December 14, 2021, we inform you that preventive vaccinations in the Republic of Armenia are conducted on the principle of voluntariness."
Dear compatriots, as soon as the question reached accountability, it turns out that you were vaccinated on the principle of voluntariness. Here is what we need to know: If it was a principle of voluntariness, then we can choose not to get vaccinated.
I remind you that the Free Will Initiative is against the obligation to vaccinate. A citizen should not be compelled to be vaccinated with something that has not yet undergone all testing phases and has not been registered in the established manner. The citizen must decide whether to risk their life or not; in other words, become an object of testing or not," he wrote, attaching a video.
