Who is being punished for non-working ATMs in Gyumri? - Levon Barseghyan

Levon Barseghyan, president of the "Asparez" press club, writes:

“Let me ask one more question. Who is being punished for the ATMs that are not working in Gyumri (I don’t know if they are not working elsewhere)? How much are they punished, and under which wall are they being punished? The Central Bank, which was unaware of how 10 billion drams were illegally taken out of the country between 2004-2013, is it aware that for the umpteenth time, the ATMs are not giving out money? Or is it not aware of that either?

Please don’t tell me that this is a technical malfunction; I have thoroughly documented what the malfunction is. I am asking about punishment. Is there anyone responsible for punishing this disgrace and for accountability? What should we do, should we keep the money at home? It’s an old and good idea, nonetheless.”
