Work Migrants in Russia May Be Required to Resubmit Photos and Fingerprints

In Russia, work migrants and foreign citizens who arrive for more than 90 days may be required to resubmit their fingerprints and photographs, particularly after getting tattoos or removing scars, according to a draft order from the Ministry of Internal Affairs as reported by TASS.

Moreover, migrants may again be obligated to submit fingerprints in the event of losing a limb, hand, or finger. The document states, “Foreign citizens are subject to fingerprint registration and one-time photography, except for those individuals who have undergone significant (permanent) changes in appearance (due to scars, skin defects, tattoos, or changes due to surgical interventions), or if ten years have passed since the last photo was taken.”

Additionally, if there is a discrepancy in the information regarding name, surname, patronymic, date of birth, place of birth, gender, or citizenship, as well as any information acquired during the identification process, they may also be required to resubmit photos and fingerprints.

Earlier reports indicated that restrictions have been placed on mandatory photography for work migrants and foreign citizens arriving in Russia for more than 90 days. Migrants will not be allowed to participate in the procedure while wearing colored contact lenses, tinted glasses, uniforms, outerwear, scarves, or any items that cover part of the face.
