No Legal Basis for Enclave Issue, Says Security Council Secretary
We need to determine whether enclaves exist or not. This was stated by the Secretary of the Security Council, Armen Grigoryan, during an interview on Radio Liberty, regarding whether Armenia is ready to discuss the issue of enclaves.
“All our studies show that there is no legal basis for the issue of enclaves. We continue to discuss and investigate this matter, but at the moment, with all the information packages we have, there is no legal basis regarding the issue of enclaves. It is possible that the community leader has made some decision, but it has no legal basis,” Grigoryan emphasized.
According to him, the only documents that have a legal basis are those that existed from the 1920s to the 1970s. When asked if everything would remain the same in those areas after a possible border demarcation, the Security Council Secretary replied, “In general, yes. There is also the issue of Artsvashen, and there is an opportunity for discussions to develop. The maps formed from the 1920s to the 1970s are very close to each other, though not 100 percent identical. We have a clear understanding of our border,” Grigoryan stated.
