Large-scale Embezzlement in the Football Federation of Armenia

The Investigative Committee of Armenia's special branch has reported substantial findings following urgent investigative and procedural actions related to significant embezzlement cases involving the three directors of the "Noraluysin" LLC. They are accused of facilitating large-scale embezzlement by the director of the Armenian Football Federation's "Technical Center-Academy" company and failing to pay substantial taxes.

According to the data collected during the investigation, between 2010 and 2019, the director of the "Technical Center-Academy" negotiated with three different directors of the "Noraluysin" LLC, from 2014 to 2018, to forge official documents, which were essentially service contracts. This was done under the guise of hosting training camps at the "Zepyur" summer camp owned by "Noraluysin," organizing food services for academy students and coaches, providing accommodation, and other services during the period from 2014 to 2018.

Subsequently, without actually providing the contracted services, "Noraluysin" issued fake tax invoices claiming that these services were rendered. Through a payment order issued by the "Technical Center-Academy" of the Football Federation of Armenia, a total amount of 69,533,999 Armenian drams, entrusted to the director of the "Technical Center-Academy," was transferred to the bank account of "Noraluysin." This amount was embezzled with the assistance of the directors of "Noraluysin," and the fraudulent data registered by the said company in tax invoices was knowingly included in the tax reports of the Academy's director, allowing the company to evade paying taxes of 20,480,266 Armenian drams. As a result of this fraudulent business activity by the three directors of "Noraluysin," the state has suffered equivalent damage of 20,480,266 Armenian drams.
