The Company Led by Alen Simonian's Brother Signs 93 Million Contract

The company "Euroasphalt," led by the brother of the National Assembly President Alen Simonian, signed a new contract worth 93 million Armenian drams with the municipality of Artik in August. This information is available from the state procurement system Armeps.

Despite "Euroasphalt" winning the asphalt paving tender on August 13, the contract was only recently uploaded to the system. The contract was signed by Kairlen Simonian, Alen Simonian's brother.

Under the agreement, "Euroasphalt" is obligated to carry out asphalt paving works on Proshyan Street and Garegin Nzhdeh 1st Lane in Artik. Of the 93 million, about 75 million will be allocated for the renovation of Proshyan Street, and 18 million for the renovation of Garegin Nzhdeh 1st Lane.

Five companies participated in the asphalt paving tender, with "Euroasphalt" offering the lowest bid of 93 million drams. The only other competitor, "Dustr Monica" LLC, offered just one million drams more.

So far this year, the company led by Alen Simonian's brother has signed contracts worth 700 million drams with state and local authorities. The procurement evaluation committee also made a statement about potential conflicts of interest, noting that they and their connected persons are not founders or shareholders of "Euroasphalt."

On August 26, CivilNet reported that Kairlen Simonian has become a director and deputy director in three companies engaged in concrete production and asphalt paving. He serves as the director in "Euroasphalt" and "Euroasphalt 1," and as the deputy director in the concrete production company "T.S Construction." The shareholders of "Euroasphalt" are Svetlana Poghosyan and Greta Tadevosyan, while the shareholder of "Euroasphalt 1" is Sirusha Davtyan, a housewife living in Ushi.

CivilNet visited Davtyan's residence to assess her social situation. She declined to disclose details regarding her connections to Kairlen Simonian or her involvement in the asphalt paving process.

The "Euroasphalt" plant is located on the Yerevan-Ashtarak highway, with several concrete mixers from "T.S Construction" parked on the premises.

Including the contract signed with the municipality of Artik, "Euroasphalt" has contracted with state and local authorities for a total of 700 million drams this year. Alen Simonian, speaking about his brother's companies winning state procurement tenders, referred to media reports on the subject as "yellow journalism," emphasizing that "Euroasphalt" does not win all road construction tenders.

“Should my brother not work anywhere at all or seek money from various organizations?” Simonian raised, asserting that this is a "fabricated issue." Subsequently, "Euroasphalt" also provided clarifications, assuring that neither Alen Simonian nor his brother are shareholders of the company, and the victories in state procurement tenders do not affect Kairlen Simonian's salary in any way.
