Changes Are Planned in the Regulations Governing School Admission, Transfer, and Late Enrollment Issues: Deputy Minister

The Deputy Minister of Education, Science, Culture, and Sports of Armenia, Zhanna Andreasyan, has announced: "We have presented a revised regulation concerning the issues of student school admission, transfer, and late enrollment for public discussion. In this new version, we aimed to address various issues arising in practice, based on the best interests of the child.

In particular, we have established that in all communities where a school is the only institution providing education at a certain level, or where all licensed places for that educational level in the community are occupied, student admission to the institution will take place regardless of restrictions on licensed places.

Principals will have the opportunity to apply to the state authorized body of education for the redistribution of licensed places at the elementary level until May 20 of the given year, aiming to allocate places for first grade enrollment. This way, recurring problematic situations regarding the number of students during the admission process for first graders in institutions will be regulated.

The admission of children who have the right to education in a foreign language will be conducted through a separate page within the specified timeline, avoiding situations where a child without the right to foreign language instruction is registered in that language instruction place.

During the first grade enrollment process, it will be easier to register twins, triplets, and more; upon registering one, the other(s) will be considered registered as well.

A student who transfers to the next grade and has interrupted their studies during the first semester of the academic year will have the opportunity to continue their education in the relevant grade if they apply to the school before the semester ends, provided that the first semester and annual grades will be determined at the end of the academic year according to the procedures set by the state authority in education involving additional examinations and assessments for students who have been absent for 120-200 hours. The Ministry may conduct monitoring on the results of these assessments.

For children who are 16 years old or turn 16 this year and do not have a basic education certificate, the conditions for obtaining the basic education certificate through external studies and continuing their education have been clarified. The timelines have also been specified."
