Moses Hakobyan's Scandalous Statements Confirmed, But Perpetrators Are Being Covered Up

It has been nearly a year since former head of the Armenian Ministry of Defense’s Military Surveillance Service, Moses Hakobyan, made scandalous statements regarding treasonous actions by Armenian authorities during the Third Artsakh War. However, not a single high-ranking official in the country has been held accountable, reports Factinfo.

In response to the media's written inquiry, the Investigative Committee (IC) disclosed that no charges have been filed against anyone, despite the fact that Hakobyan's statements have not been denied.

As is known, during a press conference on November 19, 2020, Moses Hakobyan spoke about the 44-day war, claiming that Prime Minister Nikol Pashinyan stopped the replenishment of the army on the third day of the war by sending volunteers to the front lines. He attributed the principal reason for defeat in the war to poor leadership, lack of education, and a failure to grasp the art of warfare and management. He further asserted that the current government altered the military procurement plan in 2018.

Hakobyan also stated that during the war, Prime Minister Nikol Pashinyan's wife was present at the command center, despite lacking the authority to be there. He confirmed that following a request for Anna Hakobyan to leave the command center, he was summoned to Yerevan.

Regarding Hakobyan's scandalous declarations, a criminal case was initiated at the IC, and after nearly a year of preliminary investigations, his statements have not been contradicted. This means that the preliminary investigation body has not obtained a single piece of evidence indicating that Hakobyan committed perjury, confirming that his claims are valid. Nevertheless, the IC, in conjunction with the Prosecutor General's office, has provided shelter to individuals who committed crimes against the state's security.

Moreover, over the past year, reports of apparent state treason by high-ranking officials, crimes against Armenia’s territorial integrity, and the transfer of strategically significant territories and positions to the Azerbaijanis have been included and examined within the context of the aforementioned proceedings. Among those questioned have been the acting Chief of the General Staff of the Armenian Armed Forces, Artak Davtyan, former Minister David Tonoyan, and other military personnel.

It turns out that Prime Minister Nikol Pashinyan's self-incriminating statement regarding the order to withdraw troops from strategic positions in Syunik has also come under scrutiny within the context of the investigation.

Factinfo has contacted the Prosecutor General's office to clarify whether any appropriate measures have been taken regarding this statement, and they informed the media that these circumstances are indeed subjects of investigation within the IC based on the characteristics of Article 308 of the Armenian criminal code, as part of the case initiated and under examination based on Moses Hakobyan's statements. When asked whether Nikol Pashinyan, the Foreign Minister, his deputies, the former Minister of Defense, and the Secretary of the Security Council had been summoned for questioning, the Prosecutor's office responded that they cannot currently provide information regarding the investigation and procedural actions of the criminal case.
