Based on operational information, a criminal case was initiated on May 22, 2021, by the Gugark Police Department regarding alleged corruption at the "Vanadzor Infectious Diseases Hospital" LLC.

Under proper prosecutorial oversight, sufficient evidence was gathered during the preliminary investigation conducted by the Lori regional investigative department of the RA Investigative Committee. It was established that during his tenure, the former director of the hospital, R. Ch., in collusion with his son, V. Ch., who resides with him, devised a pretense to misappropriate funds intended for the hospital from the state. On January 1, 2014, they signed a fictitious car rental agreement using R. Ch.'s official position.

Subsequently, the director formally organized a procurement process for "Passenger Car Rental Services" in 2014 and 2015, during which he concluded fraudulently enforced contracts for the provision of these services with his son, who was recognized as the winner. Agreements were also signed in 2016, 2017, and 2018 to continue the services stated in the initial contracts.

According to these contracts, V. Ch.'s vehicle, a "Mitsubishi Pajero Io," was supposedly rented to the hospital between 2014 and 2019 for monthly payments of 135,000 or 200,000 AMD. However, it became evident that the vehicle had not been used for the hospital's needs during that entire period.

Despite this, from January 2014 to August 2019, R. Ch. transferred a total of 11,347,200 AMD as rental payment to his son's bank account through the use of the fictitious contracts and agreements, thereby defrauding the hospital of a significantly large sum.

Criminal charges have been filed against R. Ch. under Article 178, Part 3, Subparagraph 1 and Article 314, Part 1 of the RA Criminal Code, while V. Ch. faces charges under Article 38-178, Part 3, Subparagraph 1 and Article 38-314, Part 1 of the RA Criminal Code.

To secure the possibility of restoring the damage caused to the state, the prosecuting authorities have imposed a lien on the property belonging to the individuals involved.
