Asphalt in Aparan and Surrounding Villages to be Laid by Company Led by Alen Simonian's Brother
The company "EuroAsphalt", headed by the younger brother of National Assembly President Alen Simonian, Karlyan Simonian, has won the contract to asphalt intra-community roads in the Aparan municipality and signed an agreement with the local city hall. This information was reported by hetq.am.
The tender involves asphalting the intra-community roads of the city of Aparan and the rural communities within the consolidated municipality. According to hetq.am, five companies participated in the tender, but the cheapest bid, amounting to 239 million drams, was submitted by "EuroAsphalt" LLC, with which Aparan Mayor Karen Yeghiazaryan has signed a contract. The total price of the contract is 287 million drams, which includes a 20% VAT.
Despite the fact that the signing date of the contract is stated as September 19 on the website armeps.am, the document is dated August 19. According to the contract, the commencement of work is scheduled to begin upon the availability of relevant financial resources and from the day the agreement comes into effect. The work is expected to last 100 days.
According to armeps.am, this is the second contract for "EuroAsphalt" LLC, the first one being signed on June 17 of this year with the Ministry of Territorial Administration and Infrastructure. The subject of that contract was the medium repair work on a section of the Horum-Artik-Alagyaz republican highway. The price, including taxes, was 368 million drams.
Overall, "EuroAsphalt", founded on March 18, 2020, has submitted 16 bids to various competitions announced by the Ministry of Territorial Administration and Infrastructure, as well as the city halls of Artik, Ashtarak, and Aparan, all related to road repairs. Out of the 16 bids, only four have received positive evaluations, while the others were rejected. However, out of the positively evaluated bids, the company was declared the winner in two cases.
"EuroAsphalt" is registered on Artashisyan Street in Yerevan. Karlyan Simonian became the CEO in July 2020, after being preceded by Tigran Khachik Harutyunyan from Moscow for four months. The company's charter capital is 50,000 drams, with 90% of the shares owned by Svetlana Kamoyan Poghosyan from Yerevan, and the remaining 10% by Lusik Shaheni Gevorgyan from Novosibirsk, Russia.
