New Agreement Between Armenia and Azerbaijan

For several days, a delegation led by the Minister of Defense has been in Moscow, officially monitoring the training of the Armenian military as part of the 'Zapad-2021' strategic exercises. According to sources from 'Hraparak', negotiations were taking place in Moscow with the Azerbaijani side regarding the so-called 'peace treaty'.

The news outlet was informed that the negotiations have concluded and the Armenian side was very satisfied with the results. It seems they have managed to agree to start the demarcation and delimitation process without fixing the status of Artsakh, based on the maps of the Soviet Union.

They have succeeded in extending the Russian side’s presence indefinitely, without the previously set five-year limitations. As for the route through Syunik, an agreement has been reached on a transit road, which will be controlled by the Russian Federation and our border guards, with border posts operational, and Azerbaijanis will have to pay to use this route. There’s even a figure mentioned—around $150 million annually.

No progress was made regarding the Goris-Kapan road, but an agreement has been reached with the Russian side to quickly construct an alternative Tatev-Kapan road, allowing passage for large freight trucks coming from Iran.

On September 16, the Minister of Defense traveled to Dushanbe for a meeting of the CSTO Collective Security Council in an expanded format; this document is expected to be finalized by January, initiating delimitation work by a trilateral commission.

Naturally, this information is still kept confidential and the news outlet couldn’t obtain any official confirmation or denial.
