When Will You Open the Border with Armenia? Paylan to Turkey's Foreign Minister

The Kurdish MP from the opposition "Peoples' Democratic Party" (HDP) in Turkey, Garo Paylan, has submitted an inquiry to Turkey's Vice President Fuat Oktay and Foreign Minister Mevlüt Çavuşoğlu, demanding a written response, as reported by ermenihaber.am.

The inquiry states: "Although Turkey was the first country to recognize Armenia's independence in 1991, it has closed its border with Armenia since 1993 due to the Nagorno-Karabakh war and frozen diplomatic and political relations. Since 1993, political authorities have linked the normalizing of relations with Armenia to the withdrawal of Armenian forces from Azerbaijani territories.

As a result of last year's war in Karabakh, Armenian armed forces retreated from the territories they had occupied for decades under the ceasefire agreement reached. Recently, both President Erdoğan and Armenian Prime Minister Pashinyan have made statements calling for the normalization of Turkey-Armenia relations. Therefore, in this context:

  1. What path will you take to normalize relations with Armenia?
  2. When will you open the border with Armenia?
  3. When will you start diplomatic relations with Armenia?
  4. What steps will you take to ensure trust between us and Armenia?
  5. Have discussions begun to ensure land and railway connections with Armenia?
  6. Will you have an initiative to conduct direct flights with Armenia?
