Kapan is under Azerbaijani direct fire. This was stated by former MP Naira Zohrabyan on her Facebook page.

“In the June 20 elections, the residents of Kapan gave a maximum of 10,685 votes to the Civil Contract party. Such a proud Kapan resident has given her direct consent to the direct targeting of Kapan by the Turkish-Azerbaijani duo,” she wrote.
